Director of Operations

Location: Islamic Center of Irving (ICI) — Irving, Texas

Oversees: Facilities & Grounds, School Operations Support, Marketplace/Retail Operations, Parking & Traffic Management, Residential/Apartment Complex Operations, Security, Vendor & Contractor Relations

About the Organization
The Islamic Center of Irving is a large, multi-use community institution encompassing a full-service mosque, a large Islamic school, an on-site marketplace, an extensive parking facility, and a residential apartment complex. The organization requires a seasoned executive capable of unifying these diverse operational units under a single, disciplined management structure while serving a large and diverse community.

Position Summary
The Director of Operations is the senior executive responsible for the day-to-day management, strategic planning, and long-term development of all facilities, programs, and business units of the Islamic Center of Irving. This individual will provide institutional leadership , property and infrastructure management, commercial operations (marketplace), community engagement, safety/security, and governance support — ensuring the Center operates efficiently, safely, and in alignment with its mission and Board priorities.

Strategic & Organizational Leadership

• Direct overall strategy, operations, and performance across all Center divisions (mosque, school, marketplace, parking, apartment complex).
• Advise the Board of Directors/Executive Committee on strategic priorities, risk, budgets, and major capital decisions.
• Establish policies, performance standards, and accountability structures across departments.

Facilities, Infrastructure & Property Management

• Oversee maintenance, capital improvement, and infrastructure planning for the campus, including the large parking facility and apartment complex.
• Manage vendor, contractor, and utility relationships; oversee readiness and compliance for all physical assets.
• Plan and execute infrastructure and development projects, including land use, phased construction, and master planning.

School Operations Support

• Partner with school academic leadership on administration, facilities, resource allocation, safety, and institutional maintenance(without directing curriculum/academics).
• support campus safety protocols

Marketplace & Commercial Operations

• Oversee leasing, vendor relations, and day-to-day operations of the on-site marketplace.
• Ensure commercial operations generate reliable revenue while maintaining community standards and service quality.

Waqf Complex Collaboration

• Oversee property compliance with ICI.

Parking, Traffic & Safety

• Manage large-scale parking operations, especially during peak attendance (Friday prayers, Ramadan, Eid, school hours).
• Develop traffic flow, crowd management, and security plans in coordination with local authorities.

Governance, Compliance & Finance

• Support budgeting, financial planning, and resource allocation across all business units.
• Ensure compliance with applicable municipal, safety, labor, and nonprofit regulations.
• Prepare Board reporting and support committee governance.

Community & Stakeholder Engagement

• Serve as a key liaison to community members, city officials, donors, and partner organizations.
• Represent the Center in public, interfaith, and civic settings.

Staff Leadership

• Recruit, develop, and manage department heads and support staff across all operational units.
• Foster a disciplined, service-oriented, and mission-aligned organizational culture.

Qualifications
Required

• 15+ years of senior leadership experience directing complex, multi-function organizations (institutional, governmental, educational, or large nonprofit environments).
• Demonstrated experience overseeing facilities/infrastructure, budgeting, compliance, and multidisciplinary teams.
• Strong governance experience — advising boards, managing risk, and translating strategy into execution.
• Experience with large-scale public-facing operations (crowd flow, safety, community programs).
• Excellent stakeholder management skills across government, community, and institutional partners.
• Masters degree required; advanced degree in business, public administration, security/strategy, or related field strongly preferred.

Preferred

• Experience overseeing educational institutions or academic administration.
• Experience with commercial/retail leasing or property management operations.
• Experience with capital projects, land development, or economic-zone/infrastructure management.
• Familiarity with Islamic community institutions and cultural/religious sensitivities.
• Crisis and emergency response management experience.
